The political groupings of the European Parliament have presented 267 amendments to the draft report of MEP Isabel Santos on the assessment of Albania's progress in European integration for 2020. The amendments demonstrate the non-fulfillment or partial fulfillment of the preconditions for the official opening of Albania's EU membership negotiations. The most numerous amendments concern the 6 preconditions for holding the first EU-Albania intergovernmental conference. "Parliament supports the holding of the first intergovernmental conference without further postponement when all the conditions set by the Council of the European Union following the approval of the negotiating framework have been met" The first prerequisite is electoral reform.
